Abstract

Para del desarrollo de operaciones de entidades autónomas en El Salvador es importante que cada una maneje una misión y visión especial de servicio a la población, que se comprometa con los valores y encamine sus esfuerzos junto con los objetivos de cada administración gubernamental, las entidades autónoma gozan de beneficios adicionales pues están cuentan con herramientas en la generación de ingresos propios, con esto pueden seguir operando y además de aportar valor a las actividades tanto internas como externas, por lo tanto en país tan sensible a las decisiones políticas o creación de nuevos proyectos estatales, por tal motivo un plan financiero debe de dar un análisis financiero de la situación actual, y como esta situación puede ayudar a prever planes a previstos en los cuales las estrategias puedan ser constantemente evaluadas para la toma de decisiones. Con la liquidación del Instituto Salvadoreño de Desarrollo Municipal, muchas inquietudes sobre el funcionamiento, las actividades que este realizada, cuáles eran sus procesos, sus alcances, que beneficios traía a la administración pública, entre otro tipo de interrogantes surgieron, dentro del desarrollo de la investigación y análisis se da respuesta a la situación financiera y además de dar una descripción de cada una de las áreas que hacían parte de la institución. Dentro del plan financiero se determinaran una serie de estrategia financieras en las cuales cualquier usuario interesado pueda tomar como referencia pueda desarrollar cada una de las áreas, adicional comenzar con una línea de servicios con más alcance a la población, con más organización y aportando valor agregado tanto a la rentabilidad como también al servicio de la comunidad, y es ahí donde radica el fin principal del presente estudio. For the development of operations of autonomous entities in El Salvador, it is important that each one manages a special mission and vision of service to the population, that it is committed to the values and directs its efforts together with the objectives of each government administration, the autonomous entities they enjoy additional benefits because they have tools to generate their own income, with this they can continue operating and in addition to adding value to both internal and external activities, therefore in a country that is so sensitive to political decisions or the creation of new projects For this reason, a financial plan must give a financial analysis of the current situation, and how this situation can help to foresee plans in which the strategies can be constantly evaluated for decision making. With the liquidation of the Salvadoran Institute of Municipal Development, many concerns about the operation, the activities carried out, what were its processes, its scope, what benefits did it bring to the public administration, among other types of questions arose, within the development of the research and analysis responds to the financial situation and in addition to giving a description of each of the areas that were part of the institution. Within the financial plan, a series of financial strategies will be determined in which any interested user can take as a reference to develop each of the areas, in addition to starting with a line of services with more reach to the population, with more organization and providing added value to both profitability and community service, and that is where the main purpose of this study lies.
