Abstract

El presente documento contiene los resultados de la investigación realizada en la alcaldía municipal de San Vicente, referente al impacto económico financiero generado por la pandemia covid-19. El estudio explica con detalle cómo funcionan las finanzas municipales a nivel general, así como los diferentes elementos que constituyen los presupuestos de la municipalidad de San Vicente; una vez conocidas las generalidades se procede al análisis de los hallazgos de la investigación, en donde se puede constatar en primer lugar la dependencia financiera que tiene la alcaldía de San Vicente de los recursos financieros del gobierno central canalizados a través del FODES, recursos que desde el año 2020 presentaban un retraso significativo en sus desembolsos, generando dificultades financieras para la municipalidad. La pandemia covid-19 comprometió la situación financiera institucional y se tuvieron que tomar decisiones para contrarrestar las dificultades del momento, siempre con el afán de priorizar lo más urgente, como los pagos de sueldos y salarios, la prestación de servicios municipales indispensables como: alumbrado público, recolección de desechos, registro familiar, catastro, protección civil, etc. Dicha priorización del gasto a su vez paralizó muchas de las obras municipales que se encontraban planificadas, deteniendo aproximadamente la mitad de las obras proyectadas para los años 2020 y 2021. La investigación demuestra que el presupuesto público municipal se vio comprometido significativamente por la disminución en la recaudación de impuestos y tasas, pero principalmente por el recorte y atrasos en los desembolsos de los recursos procedentes del gobierno central, generando así una situación financiera ajustada y con poco margen de maniobra para afrontar la situación de crisis, lo que derivo en la adquisición de empréstitos internos y externos para solventar las adversidades financieras. This document contains the results of the research carried out in the municipal mayor's office of San Vicente, regarding the financial economic impact generated by the covid-19 pandemic. The study explains in detail how municipal finances work at a general level, as well as the different elements that constitute the budgets of the municipality of San Vicente; Once the generalities are known, the findings of the investigation are analyzed, where it is possible to verify in the first place the financial dependence that the San Vicente mayor's office has on the financial resources of the central government channeled through the FODES, resources that since the year 2020 presented a significant delay in their disbursements, generating financial difficulties for the municipality. The covid-19 pandemic compromised the institutional financial situation and decisions had to be made to counteract the difficulties of the moment, always with the aim of prioritizing the most urgent, such as salary and wage payments, the provision of essential municipal services such as: lighting public, waste collection, family registry, cadastre, civil protection, etc. This prioritization of spending in turn paralyzed many of the municipal works that were planned, stopping approximately half of the works projected for the years 2020 and 2021. The investigation shows that the municipal public budget was significantly compromised by the decrease in the collection of taxes and fees, but mainly by the cutbacks and delays in the disbursement of resources from the central government, thus generating a tight financial situation and with little room for maneuver to face the crisis situation, which led to the acquisition of internal and external loans to solve financial adversities.
