Abstract

RESUMEN: Desde un proceso pragmático y participativo, se formula para el Centro Escolar “General Francisco Morazán”, la propuesta de planificación estratégica, basada en la realidad del entorno educativo y la contextualización institucional, tal elemento facilita la actualización del diagnóstico situacional y la implementación de estrategias factibles, para la mejora continua de la gestión educativa. Se realiza un rediseño de la misión, visión, valores y DAFO, a través de consultas de satisfacción y cumplimiento de la razón de ser de la entidad. Junto con el equipo directivo, docentes, representantes legales y estudiantes, se asume un compromiso colectivo y sistémico de aplicación, a corto, largo y mediano plazo. Secuencialmente se consensa una propuesta de planificación estratégica, basado en el precepto anterior y el abordaje real de las debilidades, amenazas, fortalezas y oportunidades, aplicando la técnica CAME, identificando los factores críticos de éxito, los temas estratégicos, para que el centro educativo posea una ruta hacia el establecimiento de los elementos generadores esenciales de: la cultura organizacional, el plan estratégico y el cuadro de mando integral. En este proceso científico vinculante, los actores educativos y el equipo directivo, actúan en un cambio de paradigma, argumentado desde el reconocimiento de la situación externa e interna y el marco de una aspiración concreta de transformación y cambio, definiendo estrategias ofensivas, defensivas, orientación y supervivencia. Se articulan diferentes procedimiento técnicos, que facilitan tener claro las perspectivas, los objetivos, indicadores y metas institucionales. ABSTRACT: From a pragmatic and participatory process, the strategic planning proposal is formulated for the “General Francisco Morazán” School Center, based on the reality of the educational environment and the institutional contextualization, such an element facilitates the updating of the situational diagnosis and the implementation of strategies feasible, for the continuous improvement of educational management. A redesign of the mission, vision, values and SWOT is carried out, through satisfaction consultations and compliance with the entity's reason for being. Together with the management team, teachers, legal representatives and students, a collective and systemic commitment to implementation is assumed, in the short, long and medium term. Sequentially, a strategic planning proposal is agreed, based on the previous precept and the real approach to the weaknesses, threats, strengths and opportunities, applying the CAME technique, identifying the critical success factors, the strategic themes, so that the educational center has a route towards the establishment of the essential generating elements of: the organizational culture, the strategic plan and the balanced scorecard. In this binding scientific process, the educational actors and the management team act in a paradigm shift, argued from the recognition of the external and internal situation and the framework of a concrete aspiration for transformation and change, defining offensive and defensive strategies, orientation and survival. Different technical procedures are articulated, which make it easier to be clear about the perspectives, objectives, indicators and institutional goals.
